Looking for a Mod maker for a serious build!

i am starting a MC server to play with some friends and we are looking for a Modder to make a few plug-in i haven't seen yet. the list of what we want right now isn't complete but the basics are we want a way for movement of players and mobs to be "Paused" when player's/mobs are close to each other, also looking for a dice roller that will un-pause the mobs/players when it's their turn. (basically think fighting in DnD, one turn per round, a dice roll to see what order the players and mobs get to move/attack in the round) if you think you can help PLEASE send me a PM so i can get you the rest of what we are looking for.
