Server Properties Not Working

Launcher/pack Version: Tekkit Server 2.1.1

Operating System: Mac OS x 10.7.7

Version of Java: Java 6 64 bit

Description of Problem: Whenever I edit the Server.properties file the changes are not implemented into the server. I have tried to turn off hostile mobs and php and allow flight but none of those things are working. Any help is greatly appreciated.

Did you restart your server after you changed these files? Did you make sure to save?

i stopped the server, made my changes, and started it again and whenever i close out the textedit box for server.properties it automatically saves because my changes are still there when i open it again

do you have multiple servers on your computer?

no only one, and im sure I'm changing the correct properties file
