Tekkit 1.5.1 Server Random Fits (disconnect.overflow)

I have tried searching the issue and it seems common the problem is due to memory usage. But I am using 3gb of RAM on my server which I feel like is plenty but the server can now barely handle 8 people. If you need any other specifics such as the memory usage and the map chunks please inform me how to find them.The server is tekkit 1.5.1 and here are my plugins:
