Server is generating new structures on already built/explored chunks

Not sure if it has to do with the config files that are making changes to my world or if its just a bug, any info on this would be great.

examples: few days ago it changed 4 chunks it just deserts and made huge holes

yesterday was just a random little ruin and then today was a battle tower.
