Need help setting up my Tekkit Classic Server

Hello, anyone who is reading this. I was wondering if I could get some info on why these things aren't working. I have previously owned two Tekkit Classic servers, but it seems that since they made it Tekkit Classic, I am having so many freaking problems.

Permissions:

PermissionsEx. Completely configured, which I made sure was done correctly.

Ontime*

Factions

Firstspawn

ForcedGrammar

FrogAnnounce*

ProtectionStones*

(Plugins with * next it it is the onces that don't load.

So, if anyone can tell me exactly why most of them won't load, and my Permissions won't work with Prefix's, please do! Thanks for your time, guys.
