Launcher won't completely download

Operating System: Windows 7 X32

Java Version: Java 7 update 25

Description of Problem:

I can download the Technic launcher but I can't move it to my desktop and it doesn't show in the downloads folder.

This time I've even looked up java 6 update 45 and it doesn't work ether :/ this problem needs to be fixed please help soon
