problem downloading server

Description of Problem:

When ever I try to make a tekkit/hexxit server it never loads and gives a long ass thing and to fix that I usually drag and drop the mods, configs, and the coremods folders out and then setup the server then when the server is done seting up I put them back. but in this case when I drag and drop them out and start the server it downloads all but one file... the "deobfuscation_data_missing.zip" and it is starting to piss me off that I cant find anything to fix it
