Is there a way to disable a certain item from dropping?

For example: Can I disable the Rift Blade or the Ender Sword from dropping?

I found Tekkit Customizer but I'm looking for a way to disable the Rift Blade from dropping. The people who already own one are allowed to own one; I want to make it so no more drop. From the Tekkit Customizer it looks like you can only disable the item from the world; or am I reading it wrong?

You can ban the item however then you can give those people or a group the permission to bypass that ban. Go here http://dev.bukkit.org/bukkit-plugins/tekkitcustomizer/ and look for "Making Ban Exceptions" a little ways down.
