can't download fml_libs15.zip

Antivirus Program: Avast Internet Security

Description of Problem:

I can't run any Modpack that uses fml_libs15.zip. It starts to Download this File and stops at 99%. After the third time it says the Download failed contact Modpack author. But it happens with the standart modpacks, too. I read the FAQ and enough other bug reports but nothing really helped. I tried to manually download this file, but i don't know where i should unpack it. What can I do? Please help me!

This is a forge problem heres what you need:http://files.minecraftforge.net/fmllibs/fml_libs15.zip put all the files contained in this zip file into your your modpack lib.Now how to find lib go to start menu type in "run" then type %appdata% then click .technic then click your modpack then lib and then just paste all the files from the thing i gave you to download in your lib folder.There your done enjoy your modpack,hope i helped :)

HELLO? I have the same problamo but I can only use the normal mod packs, the others it either can't download the .zip file (millionaire elite is closed because of too much traffic >_<) and for one it'll load but it restarts itself, then for the last one it doesn't even load correctly!
