No nether cities ?

I went to the nether expecting to get some heavy duty looting in, and I couldn't find a single nether city. I found a nether fortress or two but no cities...

So I switched into creative mode to fly around and scout the area out. I went seemingly miles in all directions and didn't find a single city.

Is this a recognised bug, or a configuration issue?

I'm using the latest version of Hexxit by the way, 1.0.10.

I dunno. Spawn yourself a Nether City Prop and right-click. The game will then generate a Nether City for you, to make up for that.
