Issues with Carpenter Stairs

I am playing in creative single player and I can't see carpenter stairs when I place them or when I add textures to them. Is this a known issue, is there any work around? Please help.

The only time I can't see them is when any of the carpenters stuff is under water. The whole block turns invisible even if you put a texture on them. On land all is fine.

 

Try playing a survival and see if it's the same. Are you playing with a tp? take it off to see if it's that.
