Tekkit Classic Server No Mods In Mod Folder?

Help! I just purchased a server from hosthorde and i went on it and i cant spawn anything thats not vanilla. Also i have no mods in my mod folder :/ if anyone could help i would appreciate it soo much.

Have you extracted everything from the zipped Server file. Because normally it is included in the zip/rar file.
