Modifications to servers? [Permissions etc]

Hi Guys,

 

I was wondering if adding custom server sided mods were possible? Would like to make it so people can come on in creative mode, be invisible and watch people play.

 

I understand this can be done by adding a permanent invisibility buff. But how would this be done without the use of Bukkit? would it be possible without making users modify the modpack itself?
