Attack of the B-Team Tropicraft Issue

Hello. I am new to hosting a server. Yesterday we had a player for the first time make a portal to Tropicraft, kill a bunch of dinosaurs, have a whole lot of fun, and then come back to the over world. 

 

There were no errors. Nothing in the console or log. However, no blocks where able to be broken in the area the portal was created in. Several of us went and tried, and could not. Only in Creative mode was I able to break things. It seemed to only be limited to the chunks around the portal. 

 

Any ideas on how to fix this or what happened would be greatly appreciated. I do not know what else to share so feel free to ask any questions. As I said, I am new to this.
