No Cheat Mode

So I was playing attack of the B-team and my cousin came over. He was familiar with vanilla minecraft and so I was going to show him all of the cool stuff that was in this mod-pack but when I tried to switch to Cheat Mode, it stayed in Recipe Mode. The game told me that I was in Cheat mode but I couldn't spawn anything in, it would just give me the recipe or utility. If anyone knows a fix or has experienced the same problem, a respoonse would be much appreciated.

i found one solution its to start a new world in creative and then switch to survival but i want to use it in my old world
