Not Enough Items (Not Working)

Well my problem is not enough items wont allow me to grab items from it. its only doing recipe mode for some reason i went into options and changed it to cheat mode i've gone in to options and done all that, I also went into NEI.CFG and looked for lock_recipe_mode = true to False my config file dont have it in it ? any other options im playing ultra modded survival i had it working at one point in time now i reinstalled due to a technical problem and i cant figure it out. let me know if you know of any ideas on how to fix this solution. thanks again for reading

i figured it out i created a new map and it had the options for NEI. so i used MC Edit and moved my buildings checking it now to see if it loads and works

 

Edit: Didnt work it transfered data of NEI over so i dont have the options which is weird... cause when i made a new map it had them once i imported my buildings i didnt so now i know not to move my world save to a new technic install. lol mods you can close delete or w.e
