Problem with /time set command by commandblock

[NiCore]

hello everyone,

i have a question about the commandblocks in Tekkit Lite.
I tried set the time alway to daylight but cant find a working solution.
The commandblock did not execute the command /time set
The gamerule doDaylightcycle won't work in Minecraft Version 1.4.7
So i need another Solution for that Problem

It would be great, if somebody could show me a working solution for my question.
