I thought this topic looked familiar...thanks for posting a bug report!

Now, as to your problem: It looks to me as though, between Lockette and WorldGuard, a quarry somewhere on the server ran into a wall of Don't Touch That Block Or I Will Kill You. You could use MCEdit to remove the offending quarry, and it might fix the problem. I also suggest adding to the ops file a user called "[buildcraft]" (no quotes) and seeing what it does. I'm not sure how mods, plugins, and permissions conflict, though, as I've never set up a server with any. You may need more expert help.

how do i edit a mulitiplayer map??

Start MCEdit, select open a level then using the browser navigate to where the server files are. In the folder with the name of your world on it (rather than nether or end) open level.dat and you'll be editting your MP world.
