Lappack not charging tools.

Version of Java: Java 7 64 bit

Description of Problem: Lappack isn't charging tools on my LAN tekkit server.

2 quick questions. Do you have any plugins installed and just to be sure you are using tools while the lappack is equipped right? They only charge when charge is used and a lappack is worn. They won't charge at all if you just leave the pack on and the item in your inventory.

Oh I guess it is working. I didn't know you had to use charges.
