[3.0.3/3.0.4] Tekkit crashing on loading game

Title: Tekkit crashing on loading game

Version: 3.0.3/3.0.4

OS: Windows 7 Home Premium 64 Turkish with SP1

Java Version: JRE 1.7u4 x64

Description of Problem:

Tekkit crashes on loading minecraft.jar, throwing some errors about railcraft. Clearing the cache or deleting the tekkit\config\railcraft folder fixes the problem.

Since both railcraft (and NEI, too) is throwing errors with unknown characters, I'm guessing it's related to my OS language, mainly the character 'İ' (capital i with a dot, unicode U+0130) and it's capitalization, which is an uncommon problem with both java and .net at times.

Is there a way to fix this without changing the language of my OS? Since my family also uses the computer, switching the language isn't the best option.
