OK, so i don't know if the down time is my fault, but i am hugely sorry if it is. I go my town built and claimed. Then after using the /plot claim circle command it all went to hell. I entered a value for a radius of 20, didn't know if that was too large a value, it was just to include the area covered by my machine shop and the main building. So i am sorry if it was my fault, it was not intentional.
