rank check /give permission check cheat mode check still cant take stuff from the right panel. unless i usee /op

well when i try that i get the same restult, that i only get recipies, but with /op i can take everything, is it me that does somethng wrong ?

How is it possible to give user NIE with a rank ive got PermissionsBukkit installed, and only with /op i can use it, but thats not to wise for new players pplss helpppp
