Well worked for me and my friends. I also did the same as OP, fresh install of server and same problem. But we prefer this version. It's up to the op and others what they do.

In the launcher under Tekkit -> Options -> Select Dev. Build as prefered build. That will fix it for now, but need to remember to change it back to normal when the client is updated. Fixed it for me and all my friends.
