Ruby Craft

Hi guys This is urgent! i have had my tekkit server up for only 5 days now and people have found the way around protections and banned items. Just today i have had a player craft tnt when it is banned.(to prove this i was opped and was unable to craft it) How are people crafting these items. People are starting to get annoyed and are leaving the server. PLEASE HELP thnaks :)
