The issue was my upload speed. There is something wrong with Asus Network iControl. As soon as I disabled it my server worked perfect and my internet was wayyyy faster. Thanks for the help Teraku.

We are also unable to collect blocks in the public version.

I just made a Tekkit server and port forwarded. I am able to connect via my local ip and my public ip. My friends are able to join via my public ip. However, if my friends or I connect through my public IP, only a small portion of the map loads. If I connect via local ip (192.) everything loads perfectly. Any suggestions?
