I am able to connect, but the server appears to not have started completely as McMyAdmin says the server is still starting and the plugins are not present

I'm kinda new to the whole server thing but decided to start my own anyways, I was originally running a tekkit classic server which worked for the most part (both mods and plugins) but I couldn't get permissions to work properly, i was told that in order to get functioning permissions i would have to upgrade to a newer version of minecraft and they suggested I use tekkit lite. Now after upgrading I the server refuses to start even after paying for a larger one as it was suggested that the original wasn't powerful enough to handle all the mods. I'm now being told i need to eliminate mods and plugins, is there something i can do to keep my mods and plugins? I'm only using the mods included in tekkit lite and a few plugins that never caused problems with classic
