Right click on the launcher, select Run as Administrator, click "Yes" on the box that comes up/get the administrator's password and type it into the box, and you're done!

I do not believe this, this is so idiotic, but this actually worked for me: PUTTING IT IN ADMIN MODE. Making the launcher admin actually removed the parse error for the time being. Try it and see what happens.

well, and this is for any URL from the technic site. I tried reinstalling the launcher and making any and all adjustments to the URL as posted here, but to no avail.
