have another issue ok they're cooled now but once they stop they not work again im using them to generate energy for my refinery. And refinery have oil there so they need energy

Hi guys, this is my first post. Im pumping water directly to Combustion engines but it seems this doesnt work cause i cant keep them cooled. i dont know what to do cause i cant generate enerrgy to my refineries more than 5 minutes. Can anyone help me.
