Im using windows 7 64bit

I know its low, thats why i posted here to see how to up it some cause what ive tried didnt work

The server giving this message [WARNING] Can't keep up! Did the system time change, or is the server overloaded? then it crashes, and the memory use displayed in the stats window only go up to 247mb

Well Ive been having some issues with my hexxit server and was trying to allocate more ram to it, saw to edit my launch.bat to read this java -Xmx3G -Xms2G -jar Hexxit.jar nogui pause which i have but it doesn't seem to help any was wondering if i'm doing something wrong or not.
