I had the same problem and I couldn't get a fix, BUT lucky for you I found a way to fix it easily. Download the Hexxit server (http://www.technicpack.net/hexxit) and copy the lib folder from the hexxit server into the Tekkit one, overwriting Tekkit's original one in the process. Worked for me and should work for you Franken-server for the win! Have an awesome time playing tekkit!
