no mod packs come up when i open and download it

some of this i am a bit confused on because i couldent find it -
Launcher Version: windows Operating System: technic launcher? Java Version: java? Antivirus Program: Description of Problem: i downloaded the technic launcher and when i launched it their wasnt any mod packs their i redownloaded it and it still isnt working can you help me with this as soon as possable plz Error Messages: Error Log:
