I Figured it out, appearently the DL servers is not connecting to the server application correctly. What you can do to get the missing files is to go and get Voltz single player downloaded and installed then go to your AppData folder (Start>Run>%APPDATA%) inside there go "Roaming\.technic\modpacks\voltz\lib" Inside the "lib" folder you'll find the two missing files that you need to transfer to your Voltz server "lib" folder. These two files are "bcprov-jdk15on-148.jar" and "scala-library.jar" This worked like a charm and I hope it works for the rest of you.

Excuse me but I was wondering how you fixed this as im running into the exact same problem. Or if anyone else has a solution that'd be great, Thankyou.
