I tried permissionsex but couldnt get it to work, the jar is in my server's plugin folder but when I type in pex or /pex on the server console it returns nothing?

Hi All, Been running a private tekkit classic server for a while but wanted to allow some people in but restrict them from making any changes what so ever. I have had a look myself and can see a mod called permissionsex and one called modifyworld, but I wanted some opinions on the best mod to do this (or if there is functionality already built into tekkit)?
