Darn it thats still 2 hours...server owner, you're the hero this city needs!

What timezone are the times you listed?

Too many nukes maybe? Well I am pretty sure there is a restart every couple of hours automatically.

Or maybe you could just have a command for random spot in world that is within 1500 blocks of the spawn and then they can go build from there or move further out into the world.
