how do i check my firewall

I did this same thing (deleted the folder) and this same thing is happening to me. But this solution did not work. I tried and deleted at least 5 times. It has become very frustrating

Launcher Version: 342 Operating System: Windows 7 Java Version: Latest (No clue what it is just updated) Antivirus Program: Description of Problem: My technic launcher won't open and when it does there are none of the default modpacks. (Voltz, tekkit, tekkit lte etc). It wouldn't let me play anything so I went into my app data folder and deleted the .technic folder which is what caused all of this. How do I fix it? No Voltz, tekkit, and of that. All it says is add modpack and then I need the URL. How do I get all of that back? I have tried uninstalling it numerous times and it still doesn't work. What do I do?
