Sorry but I had not realized that I am not using the latest version of Tekkit so if the seed does not work that is probably why

The randomness of the oil spawns is dependant on the seed number that you put in not randomly generated after start. I had a friend test this seed on his computer at his house and he still had the same oil wells at the exact same location, so oil is not randomly generated after world gen but generated based on the seed number.

If you are looking for a seed with lots of oil try 8786298554033756198. There should be a desert at +108 by + 424 6 oil wells (2 small and 3 large and 1 tiny )
