When editing the modpack.jar, Im supposed to make it a folder, edit to my liking, then add the .jar extension correct?

I'm fairly new to the modding community, so please bear with me. Ive tried multiple times and a few different ways but still cant seem to get Too Many Items to work. Is this because the mod packs are not meant to be tampered with? Is it even possible to add other mods to a mod pack? Ive wanted to add other mods like turrets and such (UtilityMobs) but that seems to be a bust as well. If someone could chime in I'd appreciate it.
