In the Technic launcher.

Water Strainer not letting oil through.

Just break the pipes with water in them then place the pipes back. -
If you are still wondering about water strainers,they need pumps to pump water into them,and they are a decent source of energy.

Go into options in launcher window and set to recommended builds. It fixed it for me.
