What instructions and where? And almost every mod needs Forge to work. The technic launcher's vanilla work but my original minecraft doesnt.

I have the 1.0.9a, I choosed it from laucher manually. But my flans mod didnt change at all. What would be new in flans mod? I cant make any vehicles and there isnt any new guns!

What I should do when I have been downloaded the 1.0.9 from link?
