on the server, go to config/IC2 config, and disable bucket recipe. now they can't craft tin buckets.

you spawned 188:3 instead of 189's HV solar array i'll take a guess at. 188:3 is not meant to be placed thats one of those blocks that are there for code but not for actual use.

ic2 config file has the ability to disable crafting of mining lasers, you can still spawn them with NEI but they cannot be crafted. same goes for a few other items listed here.

Browser viewable map. It doesnt support custom blocks though so they would appear as shadows only.
a correction to this is as of the past few versions there has been support for mod items, latest version supports IC2, chargebench, advmachines,powerconverts, RP2, BC.
you have to uncomment lines in the configuration.txt file to allow it to detect these.

Redpower's mod items interact with the world via a hidden player entity named [Redpower]. so be sure to give that permissions otherwise some redpower items will not work properly.

i'll take a guess and say that it didn't like the "!" in the directory path.

the server should give a large SEVERE error that would help in resolving the issue. otherwise it can be a few different things.
though the logging in and seeing yourself fall forever sounds like its the buildcraft bug that was fixed with a hotfix in this thread: http://www.mcportcentral.co.za/index.php?topic=809.msg4036#msg4036
there is also a update to forge in that thread on the second page as well that will fix some errors too. both of these are server side only do not download these on the client. and make sure to delete the prior version of buildcraft from the mods folder on the server, you can just overwrite the forge files in the jar.

sounds like an old bukkit/vanilla bug i remember reading about a long while back, the fix is to make sure that the seed is set in server.properties on the level-seed line, if you start with a random seed F3 and write that number down, stop the server, write it into the properties file and it shouldn't deviate from that ever.

i answered this in this other thread that is clearly talking about HV solar arrays. your admin was dumb and spawned the thing that shouldn't be spawned, mcedit that item out of the map or load up a backup of the world to fix.
