How do you restart technic launcher?

Just for a reason [This is not a complaint] Just cause my Attack of the b-team just isn't working well, just wanted to know how to restart the launcher, But when I try to delete it in recycle bin, It says "The action cannot be completed, This file is open in Java" Please help me D: I really wanna play B-Team

Every time I try to press play on Attack Of The B-Team, It starts to load the scripts like Verifying and stuff, But It takes about like 5 seconds, doesn't even load up game, Please tell me what I should do! Thanks!
