I am having the same problem as well. (1.6.4) I have bin, config, and mods with recommended forge universal as an executable jar file in bin and Zan's minimap in the mods folder as a zip file. Then, I turned it all into a .zip file and put it in dropbox to download. It launched perfectly fine, but then said there were no mods loaded at the bottom left of the screen.
