Seems like this is the case after a bit of testing. (EDIT) Redstone energy conduits seem to have a 60,000 RF buffer per machine attached.

For some strange reason, any energy cell that I use seems to completely exhaust its power, regardless of whether or not the devices being powered are full. What's even stranger is that the energy comes back if I manually set the side outputting energy to input, but doesn't seem to power anything out of this phantom energy. Any ideas?
