Energized Glowstone Condenses Immediately

I'm planning to use energized glowstone as the main source of lighting for my base. But unfortunately the thing condenses right after I place it down. As the wiki states it should only harden when it hits a certain Y coodrinate. Is this a bug? or maybe theres a setting in the CoFH that I can tweak?

You can always cure a zombie villager and clone them with a Mob Spawner.
