I updated my modpack's currently only build in solder to be both the recommended and latest build. My modpack is now downloading correctly. Set the "recommended" and "latest" build to a solder build(s) that is set as published. The shutdown and reboot the launcher and try again.

I am having this same exact problem with my own custom solder modpack I made for my server. I am going to try reinstalling the launcher.
