trouble installing Laucher

can anyone tell me exactaly how to fix this -
my technic wont download on my new pc its windows 10 and it wont start the download I get the starter loading screen the wrench in the circle and it just wont download I have no idea and I cant find any info to help so I thought I would try here now thx for any help I'm just lost
