Cyan Diamond

Hey, when i try to install TechnicLauncher it will load for ever and only istall three files. 1) assets. 2) logs. 3) settings. can some one please help. this was working last night but then i refreshed my pc this morning. My pc told me I had to reinstall it but it wont install. luckily I managed to recover one modpack with all files in it. Please, please, please help me. Why wont it work?
