They should be the same, just one is the extracted form of the first. I thought maybe one or the other would work. Neither work and forge does not load up, only vanilla.

Basically, I made a modpack so that my friends and I can use optifine 1.13.2 on technic and then add some other mods as needed later. For the most part, I have followed a detailed guide on making a forge modpack and made sure to name the forge file in the bin folder "modpack.jar" and not "modpack.jar.jar" as I have seen other people do. The problem is that it loads vanilla minecraft even though I have forge in the modpack.
