Title: Chunks regenerating/improperly saving?

OS: Windows 7 64-bit
Java Version: 1.7.0.5 (64-bit)
Description of Problem:
Something has gone terribly wrong multiple times with chunks on our private SMP world. I can't tell if chunks are regenerating with the wrong seed (even though it's specified in server.properties), or if it's moving chunks around, or really what it's doing. All I know is that the terrain is becoming a mess. See pic for example.
