Right now there's no Bukkit support. That means Bukkit plugins are pretty much impossible at the moment. Check around the forums, plenty of people are asking about this already. Here's a thread that Frizzil has commented on already: http://forums.technicpack.net/index.php/topic,7853.0.html

I've been looking for a plugin to selectively disable items as well, but that whole Spout issue makes it hard. I just stumbled across this one, and it seems to work so far for me. I haven't put it through a lot of testing on my server yet, but I thought I'd at least share the knowledge! http://dev.bukkit.org/server-mods/disablecraft/
